11.24.1 Overview

States are required to submit an annual performance Eligible Training Provider (ETP) report to the Department of Labor's Employment & Training Administration, via the Workforce Integrated Performance System (aka WIPS), using the applicable ETA-9171 form which outlines the required data elements and their definitions.1 The ETP report is considered part of the state's annual performance report follows the same submission deadline of October 1, unless otherwise directed.2

11.24.2 Local WDB Reporting Requirements

Data element 138 in the ETA-9171 form requires the state to report Individual Training Account (ITA) funds expended for each training program that was published on its Eligible Training Programs List (ETPL) at any point during the most recently program year. If the training program is included in the annual ETP report, the state must report the ITA funds expended on that training program for the four most recently completed program years. To comply with this federal reporting requirement, the local WDBs (or their fiscal agents, on their behalf) must annually submit ITA expenditures to DWD-DET in the format specified by DWD-DET. Each year, the information must be emailed to DETETPL@dwd.wisconsin.gov by August 15, or the next business day if the deadline falls on a weekend.
